Provider Complaint Policy

 

The CCR&R of Upstate SC will track and manage information for referrals to licensed child care centers, registered or licensed family child care homes and other unregulated but legally operating children care programs that are not currently under investigation by the South Carolina Department of Social Services (SC DSS) for abuse/neglect complaints.  Providers and programs that are listed with the CCR&R Upstate SC may remain on the database unless their information is not updated at a minimum annually, the program closes or if the program is under investigation or closed by the SC DSS.

 

The CCR&R of Upstate SC will temporarily suspend referrals to child care programs/providers under investigation for abuse/neglect. Programs/providers will be eligible for reinstatement of referral services once the SC DSS notifies the CCR&R of the unsubstantiated investigation.

 

Any licensed and/or regulated programs/providers that are under investigation by SC DSS for abuse/neglect will be temporarily placed on suspension from the referral database.  If SC DSS reports that the abuse/neglect complaint was unfounded the program will be eligible for automatic reinstatement onto the provider database.  If the abuse/neglect complaint is founded by SC DSS the provider/program will be removed from the database permanently.  Any provider/program that is closed or in the process of closure by SC DSS due to licensing violations will be suspended from the referral database.  Reinstatement onto the referral database may only occur if the program has been re-licensed by SC DSS.  Unregulated programs must notify the CCR&R of any pending investigations due to complaints.

 

The CCR&R of Upstate SC reserves the right to remove facilities (licensed, regulated and unregulated) from the referral database.  The CCR&R of Upstate SC will not release information regarding past complaints and/or investigations, past or present to any person or agency. Parents, programs or the public requesting information regarding a provider/program that is temporarily or permanently suspended will be told that the program/provider is not currently on the referral list.  The CCR&R of Upstate SC will refer all inquiries to the SC DSS office for further information.
